The Chancellor is the leader of New Germania, a city in the Garden Of The Second Sun, located in the center of the Earth, He is first encountered in book 4, where he meets the Rebecca Twins and negotiates a deal to help them get the Dominion virus back. However, the Styx later force him to surrender his city to them, which results in the Styx gaining an extremely large army.

The Chancellor is introduced
Spiral: Edit
Sometime during Spiral, the Chancellor is Darklit by the Styx, just like all the people of New Germania. He is little more than a puppet ruler under the Limiter supervision. When the Styx move their Phase impregnation process down to New Germania, he is horrified. He tries to protest, but he is ignored. The Chancellor is impregnated by Vane when one of the Rebeccas chucks him into an impregnation building. This results in his death.

The Chancellor appears to be in his late 50's. He is very heavyset, to the point where he breathes very heavily as he walks. His hair is usually slicked back and tidy, and he has a very small mustache.
